Why does a rom com have to cost 70m dollars?

Why can't hollywood make an indie rom com for like 5 million with a good script? It's literally just a few people doing normal city stuff. Meanwhile, the actual rom coms that come out are always so bad. Nobody wants to make rom coms because they're too expensive so there's bound to be good scripts around that nobody is using.
