It’s part of what [Pixar President] Catmull says is a strategy to release “one and a half” films a year. “We’re going to have an original film every year, then every other year have a sequel to something,” he says. “That’s the rough idea.”

"A lot of people in the industry view us doing sequels as being for the business of it, but for us it's pure passion," said Lasseter, who directed the first two "Toy Story" films. "We only make sequels when we have a story that's as good as or better than the original.
"We don't just, because of the success of a film, automatically say we're going to do a sequel and then figure out what we're going to do."

Talk of a sequel to Toy Story began around a month after the film's opening, in December 1995. According to David Price's 2008 book The Pixar Touch, everything regarding their first sequel "Toy Story 2" was uncertain at first: whether stars Tom Hanks and Tim Allen would be available and affordable, what the story premise would be, and even whether the film would be computer-animated at Pixar or traditionally at Walt Disney Feature Animation.
