How do "bad" movies that go straight to DVD or TV even make money?

The movies that aren't great and the cast is unknown actors. A good example is the dozens of romantic comedy drams that come out during Christmas.
How do they get produced and where do they even get the money to dun it and how do they recoup their investment?
Anyone can make a movie, but these movies in question clearly have a budget involved. Even if it's just $1 million dollars that's still a lot of risk if there's no game plan for earning that money back.
Wondering if they make the deal to have the licensing etc. already sold to networks / distributors, but still someone has to approve the movie is going to be a worthwhile project.
