24 fps is really horrible for movies with a lot of panning shots (Fantastic Beasts)

I saw Fantastic Beasts last night. Great movie overall, but the director decided to use a ridiculous number of panning shots throughout the film; it seemed like the camera was almost never stationary. As a result I wasn't able to take in and enjoy almost any of the background imagery such as street signs, stores, and characters. They were all just a blurry mess, despite the camera moving at a pace where my eyes would easily have been able to track those things in real life or in a higher frame rate video.

I know 60fps seems jarringly different, and that Peter Jackson got shat all over for using 48fps in The Hobbit, but it at least lets me look around the shot, or god forbid be able to read a sign in the background.

Edit: I am not referring to background elements that are out of focus. I am referring to elements that are in focus, but blurred due to their fast movement through the frame. This was noticeable during sweeping establishing shots. I will gladly make an album of examples once the film is available for download.
