Why isn't TRUE LIES considered one of the best action films of all time?

In my mind True Lies is an absolutely classic and directed by one of the all time greats.

While I was re watching it last night I was blown away by how badass all of the action set pieces are and how amazing of a job James Cameron does of pulling them off.

1. The intro scene at the mansion - amazing
2. The city horse and motorcycle chase - amazing
3. Once captured, the escape from the island - INCREDIBLE
4. The harrier jet finale - Unbelievably cool
5. The final bad guy kill - maybe one of the coolest final kills of all time "you're fired".

the movie is amazing. Its so fun, its so cool, its funny and the action is incredibly badass (and not nerfed, yay blood squibs)

Arnie and Cameron made some of the coolest movies of all time whenever they worked together, but you never hear people mention True Lies when they discuss the best action movies ever.

Why does the flick so often float under the radar when people try to determine the best action flicks of all time? Is it not considered an action movie? I just don't get it.
