Watching Sicario for the 5th time

Hey guys !

Usually I don't like re-watching movies, but I find Sicario more and more enjoyable.

I always catch new details when I watch it again.
I feel really silly not having noticed this before, but I was wondering, why is Dave Jennings (Kate's CIA boss) face scratched when they talk about continuing the operation, despite it being illegal ?
