Why is the Emperor's New Groove not considered a Disney Renaissance movie?

I've never understood why The Emperor's New Groove is not counted among the Disney Renaissance canon.

It was commercially successful ($170 million worldwide), received an Academy Award nomination for Best Original Song ("My Funny Friend and Me"), and was a critical success (holding a score of 85% Certified Fresh on Rotten Tomatoes), which is more than you can say for other early-mid 2000s Disney films like Home on the Range, The Wild, and Chicken Little.
