How the hell did they make Lord of the Rings for only 94 million per movie??

I was going over the Lord of the Rings on Wikipedia because I'm thinking of watching the series again after reading the books and boy was I in for a surprise! How the hell did they make the movies for only 94 million per movie. The whole film series cost less then the recent Justice League film, which is absolutely crazy to me. I guess it just goes to show that you don't need to have a big budget to make good action/adventure films.
