How was Scooby Doo 2: Monsters Unleashed(2004) not succesful enough for a third film?

Hey all! With the whole corona lockdown going on I was rewatching some movies I really enjoyed as a kid. Two of those were Scooby Doo and Scooby Doo 2. As I finished Scooby Doo 2 I wondered why a third film was never made. So I took a look and was wondering something.

Scooby Doo (2002) had a budget of 84 million and made 275.7 million at the box office. It got a sequel of course.

Scooby Doo 2 had a budget of 25 million and made 181.5 millon at the box office. So how exactly did it not do well enough to get a third film?
