I never understood why hero kills goons(minions) but forgives main villain ?

There are many movie's & shows where hero kills the the minions in the fight or just shoots them

But when hero encounters main villain who did many evil things at the end, hero defeats him in fight just forgives him & says " I'm not like you"

WTF you fucking killed many minions but refuse to kill main villain because you are hero that doesn't make any sense

There are so many movie's like that, what movie you saw did those things
