Who are the biggest villains in movies who don’t actually break the law?

As the title suggests. Examples:

• Christof in The Truman Show. He completely controls Truman’s life, largely robbing him of his privacy and agency, and acts like he’s doing it in the pursuit of art. Yet, in the world of that movie, he’s apparently acting lawfully.

• Fletcher in Whiplash. A loathsome bully who wages psychological warfare on his students, to the point where one is driven to suicide. Again, apparently he doesn’t break the law.

Both villains, both acting legally. Any others?

Caveat: the above examples are for illustrative purposes - I’m sure the lawyers / budding lawyers on here could identify some examples of technically illegal behaviour on the part of these characters!
