I have to say Stephen Root is my "go-to" for this. The man is fantastic character actor popping up in everything from movies made by the Cohen Brothers, Mike Judge, Kevin Smith, Clint Eastwood, etc.

He plays everything from the loveable hapless loser to the vicious scum bag.

"Rotten tomatoes says that the move is 12%? Without Root that movie would be 0%. "
