Incredibly skilled actors with characters so flat there's nothing to work with?

IMO, the ultimate example of this is Tommy Lee Jones playing Two Face. I can't remember a more talented actor having less to work with and it was disorienting to watch someone famous for nuance cackling for 90 minutes.

I imagine many conversations going like this:

"What's my character's motivation?"

"He likes the number 2."

angry face

"Also, do it like Jim because he's so hot with moviegoers right now!"

head explodes
